Vacancy Announcement for Project Officer within EU Funded Project in Sarajevo

Description

In the context of the EU funded project “Improving Cooperation in South-East Europe by Actions for Strengthening the Regional Cooperation Council”, the Central European Initiative intends to create a dedicated organizational structure “Twinning Unit” based in Sarajevo next to the Regional Cooperation Council premises in order to support the implementation of the project activities.
The project is financed by the European Union through the Instrument of Pres-Accession Assistance – Regional Programme 2010 EuropeAid/131229/C/ACT/Multi and will last 24 months (December 2011 – November 2013).
The Project envisages an intense calendar of activities aiming at strengthening the RCC Secretariat: study tours to other international organisations, capacity-building seminars, stakeholder conferences as well as the introduction of innovative ICT tools, will be some of the initiatives foreseen by the CEI with the ultimate aim to promote the enhancement of regional cooperation between and among the countries of South-East Europe.
Responsibilities:
I. Project Activities implementation:
  • Overall coordination of the project under the Project Manager guidance;
  • Day-to-day management of the project under the guidance of the Project Manager and the Technical Assistance Unit in Trieste;
  • Monitoring the advancement of the activities according to the project work plan;
  • Participation in project meetings and other meetings and conferences as appropriate.
II. Processing of communication and administration:
  • Carrying out translations in English, Bosnian or Serb-Croatian languages (active and passive);
  • Preparing and editing of documents for official communications and presentations at meetings and conferences;
  • Financial and narrative reporting on the activities performed by the Sarajevo Twinning Unit according to the rules of IPA programme;
  • Assisting the Project Manager in all activities foreseen by the action;
  • Collecting and analysing information and data on the progress of the action;
  • Any other duties as may be needed or assigned.
III. Organisation of meetings / conferences:
  • Meeting preparation including preparation and distribution of documents;
  • Correspondence with participants, registration of participants, minute-taking, etc.;
  • Preparing background material pertaining to meetings when needed;
  • Standing and faithful cooperation with CEI and RCC staff;
  • Liaising with relevant stakeholders of the action (in particular Regional Organisations, International Financial Institutions).

Eligibility

Candidates with the following qualifications are eligible to apply:
  • A University degree in fields connected to the project activities (international relations, political science, economics, law, etc.). Preferably Master’s Degree;
  • Previous experience of 3 years of managing / administration of cooperation activity in the context of an international organization, European Union funded projects, RCC included;
  • Excellent English communication skills, both written and verbal;
  • Mother tongue or equivalent in Bosnian or Serbo-Croatian;
  • Other languages will be considered as an asset;
  • Computer skills (Word, Excel, PowerPoint, Outlook, Internet);
  • A sense of organisation, initiative and responsibility;
  • Ability to carry out assigned duties with due diligence and under time pressure;
  • Ability to work in an international environment and to travel frequently;
  • Good attitude for working in a team;
  • Good knowledge of the CEI and RCC structures and activities;
  • Good knowledge of EU polices and instruments towards the Western Balkan region;
  • Commitment to full time service for the entire duration of the action.

Remuneration

The position’s remuneration will be commensurate with the selected candidate’s qualifications and relevant experience.
Provision of Contract:
The successful candidate will be based in Sarajevo in an office in front of the RCC headquarters, on a full-time basis, for a period of 18 months plus three months of probation period.

East Course for Journalists 2012, Germany

The Institut zur Förderung publizistischen Nachwuchses e.V. organizes a training for German-speaking journalists from Central and Eastern Europe (East Course 2012) from July 15th to August 3rd, 2012, in Munich, Germany. Young journalists from Central and Eastern Europe can apply for the three-week training seminar focused on strengthening and deepening the skills of young journalists.
Seminar content
Research methods and how to deal with the various forms of journalism (news, reports) and the press photo are practiced under the guidance of experienced instructors. The training will focus on “interview on radio and television” but will also provide insight into the broadcasting work. The successful conclusion of the seminar will be confirmed by a certificate.

Eligibility

Applications are invited from journalists who:
  • are working full-or part-time in the press, radio or television;
  • are proficient in German;
  • are 19-32 years of age;
  • have a positive attitude to democratic, humanistic and religious values.
The seminar will be in German. All participants must therefore be able to search in German, to conduct interviews and write articles. This training is not a German language course!

Remuneration

Organizers cover accommodation, meals and training costs. Transportation is covered by the participants.

ALEKSANTERI INSTITUTE VISITING FELLOWSHIPS 2012-2013 - Helsinki

The Aleksanteri Institute is pleased to invite applications for
Aleksanteri Visiting Fellowships for the 2012-2013 academic year from
scholars holding a PhD degree and pursuing research that relates to the
Institute's research agenda.

The Fellowship carries a monthly stipend of 2500 euros to cover all the
expenses related to the research visit that can range from two to three
months. The Visiting Fellowship scheme is intended for scholars who
reside outside of Finland. The deadline for applications is 24 February,
2012.

The Aleksanteri Institute is the Finnish Centre for Russian and Eastern
European studies and an independent institute of the University of
Helsinki. Starting in 2012, the Institute is also coordinating a Centre
of Excellence funded by the Academy of Finland, titled “Choices of

ICLEI – Local Governments for
Sustainability is an association of 1,200 local governments in 68
countries that are dedicated to sustainable development. It has 15
offices servicing its members while developing innovative projects and
events and is an international not for profit association and network
perceived as the international representative of cities for
sustainability. The European Secretariat is based in Freiburg, Germany.

The European Secretariat of ICLEI - Local Governments for Sustainability seeks to fill the position of a Project Officer (Expert) Climate Change Adaptation & Ecosystem Services
Management with its Sustainability Management & Urban Governance
team.

ICLEI's member cities drive innovation by pioneering the development
and application of new processes, instruments, methods and tools for
local sustainability. ICLEI promotes integrated and cyclical management
and governance of all sustainability related policy areas. The Project
Officer Sustainability Management and Urban Governance supports local
governments throughout Europe in implementing innovative governance
approaches and integrated management in a variety of urban themes, with a
special focus on climate adaptation and ecosystem services.

He/she will do this both in the framework of larger projects and consultancy services
offered
by ICLEI. The Project Officer will be involved with implementing
project activities, take over coordination activities and coordinate
small to medium-sized projects, both independently and as part of a
project team. More general project activities, presentations,
facilitation, but also project development and acquisition activities
and other tasks are also part of the position. The position is based on
projects and services, and will be supervised by the Directors for
Sustainability Management and Urban Governance.


Responsibilities and tasks:

    * Independent implementation of project activities implementation in co-ordination
with the Programme Directors Sustainability Management & Urban
Governance (in particular in the field of Climate Change Adaptation and
Ecosystem Services Management),
    * Co-ordination of small- and medium sized projects in close
cooperation with a coordinator or the programme director, including
communication with partners and funders, preparation and implementation
of meetings and workshops, development of training curricula and
materials, dissemination, reporting.
    * Preparation and implementation of (pilot) projects in European and – if necessary - non-European countries
    * Development of guidelines and handbooks related to sustainability management (and
in particular on climate change adaptation and ecosystem services
management)
    * Contribution to further development of ICLEI’s European Programmes
on Sustainability Management & Urban Governance and the topic of
Climate Change Adaptation and Ecosystem Services Management, in
particular to concepts and methods for governance and management
strategy development, project development and implementation further
activities of European Programmes Sustainability Management & Urban
Governance and the topics of Climate Change Adaptation and Ecosystem
Services Management
    * Support to European advocacy work related to the activities mentioned above
Skills and qualifications:

    * Professional experience: Advanced understanding of climate change adaptation and
ecosystem services management, local sustainability management systems
and governance practices.
    * Experience in working with/for local governments in projects or as trainer/consultant.
    * At least two years in a similar position.
    * Education: Academic degree in a relevant field (environmental or sustainability
management, climate change management, urban /spatial planning, etc.).
Specific expertise in local sustainable development processes will be an advantage.

    * Computing: Use of MS Office, databases, e-mail and www;
experience in web editing, desk top publishing and/or graphics software
will be an advantage.
    * Organisational skills: High communicative
competence (orally and in writing), Strong writing, presentation and
facilitation skills, team player, pro-active working style, ability to
work self-organised within a complex team.
    * Languages: Excellent command in English (orally, read and in
writing) and one further European language (preferably German). Further
language skills an asset.
Conditions:

    * Limited contract, duration from 01.03.2012 until 30.09.2013, continuation intended
    * Corridor contract 80-100% with a gross salary according to Project
Officer in ICLEI’s salary grid (indicative: EUR 40.000 to 45.800 per
annum for 100%);
    * Place of work: ICLEI European Secretariat, Freiburg, Germany
    * Workings hours: 40 h/week, six weeks of paid leave per annum
    * Working language: English
    * Readiness for frequent travel

2nd Academic Conference “Europe Without Borders” 2012, Macedonia

The Academic Conference “Europe with(out) borders” is organized by the Macedonian Politicological Forum in partnership with the Law Faculty Iustinianus Primus, as a follow up of the first conference “European Balkan or Balkan Europe” held in 2010. The Conference will take place from 29 March to 1 April 2012 in Ohrid, Republic of Macedonia. It is a symposium of the best professors and expert in practice, the most prospective students for the Balkan countries and a topic that deeply affect the actual values and relations between EU and non-EU countries. All participants through analysis, debate and expenditure of horizons will gain new ideas and will broaden their knowledge of whatpresents a truthful test of democracy and values in international relations by detailed overview of the current situations and mutual impact of the involved ones, including governments, political parties, ethnic groups, civil society, on national and supranational level in Europe and the EU.

Eligbility

The Conference is open to all interested. However, there is a limited participation of 50 applicants.

In September 2009 the UNDP Bratislava Regional Centre (BRC) started implementation of the Programme „Public Finance for Development: Strengthening Public Finance Capacities in the Western Balkans and Commonwealth of Independent States (CIS)".  The Programme is financed by the Ministry of Finance of Slovakia and will last till June 2014.
The objective of the Programme is to contribute to developing public fiancé capacities and improving public finance management systems in other countries via sharing knowledge and experience from public finance reforms in Slovakia.
Currently, the Programme is implemented in Moldova and Montenegro. Implementation will start in Ukraine and potentially in Serbia in 2012.
The Programme is the first example in Slovakia of a bilateral development assistance provided on programmatic basis.

Duties and Responsibilities

Would you like to be part of this unique pilot project?
Your activities would mainly cover the following:
1. Research and Data collection:
  • Collecting information about potential partner organisations (NGOs, media, universities, research institutes, etc.) in beneficiary countries;
  • Collecting and verifying information about other donor activities in the current and potentially future  beneficiary countries;
  • Verifying data and/or information provided by Programme Manager or other UNDP Country Offices;
  • Other as requested by Programme Manager.

2. Knowledge management:
  •  Support Programme Manager in development of expert database;
  • Helping Programme Manager in conducting selection processes for public finance experts from the database;
  • Updating the Programme website;
  • Developing promotional materials;
  • Assisting Programme Manager with preparation of financial reports and progress reports to Programme Board and other stakeholders
  • Other as requested by Programme Manager.
When and where would you work?
  • 3-4 days per week or as required by Programme Manager
  • UNDP BRC premises in Bratislava, possibility to work from home as per agreement with Programme Manager

Elektronische Medien sowie Mitarbeit an der Vorbereitung von
Veranstaltungen

Voraussetzungen
- Studium eines für das Arbeitsgebiet des Deutschen Kulturforums
östliches Europa relevanten Faches (osteuropäische Sprachen,
Geschichte, Kultur-, Kunst-, Literaturgeschichte,
Kulturmanagement/Eventmanagement,
Journalismus/Öffentlichkeitsarbeit etc.)

Kenntnisse und Fähigkeiten
- Erwünscht sind redaktionelle Erfahrung, Sprachkenntnisse,
besonders von osteuropäischen Sprachen und selbständige Arbeitsweise.

Während seiner/ihrer Tätigkeit erhält der/die Praktikant/in einen
Einblick in die verschiedenen Arbeitsbereiche des Kulturforums und

Traineeprogramm der Grünen - Bewerbung bis 15.1.

Grün hinter den Ohren?

Das grüne Traineeprogramm startet wieder. 20 junge Frauen und Männer haben hier die Möglichkeit, politisches Handwerkszeug zu erlernen. Bewerben kann sich jede und jeder zwischen 18 und 35 Jahren. Die Bewerberinnen und Bewerber sollten vor allem Interesse an grüner Politik und eine Idee für ein konkretes, grünes Projekt mitbringen.


Wer sich für Klima- und Umweltschutz, für soziale Gerechtigkeit, eine lebendige Demokratie, den ökologischen Umbau der Wirtschaft, für Menschen- und Bürgerrechte und für eine neue politische Kultur einsetzen will, der ist beim Trainee-Programm von BÜNDNIS 90/DIE GRÜNEN genau richtig. Das Trainee-Programm bietet 20 jungen Frauen und Männern die Chance, neben Ausbildung, Studium oder Beruf von erfahrenen GRÜNEN PolitikerInnen auf Bundes- oder Landesebene intensiv das politische Handwerkszeug zu erlernen. Die Trainees können ihren Mentoren und Mentorinnen über die Schulter schauen, sie zu diversen politischen Veranstaltungen und Terminen begleiten und mit ihrer Unterstützung ein eigenes politisches Projekt umsetzen.
Was alles zum Programm gehört
Insgesamt gibt es drei Wochenendseminare. Zu den Themen: "Selbstmanagement und Projektmanagement", "Politische Kommunikation, Öffentlichkeits- und Kampagnenarbeit" und ein Startseminar zu Beginn des Programms. Mitte November 2012 werden die Trainees an der Bundesdelegiertenkonferenz in Hannover teilnehmen und dort ihre Projekte präsentieren.
Was von dir erwartet wird
Ein starkes Interesse an GRÜNER Politik, ausgeprägte Kommunikations- und Teamfähigkeit, Eigeninitiative und Belastbarkeit.
Was sind die Voraussetzungen
Eine formlose, schriftliche Bewerbung mit Lebenslauf und einem konkreten Projektvorschlag, der während der Traineezeit realisiert werden soll. Die Teilnahme an den drei oben genannten Seminaren und der Bundesdelegiertenkonferenz ist verpflichtend.
Die Trainees sollten ca. 10 Std./Woche für die Realisierung des eigenen Projekts aufwenden. Zudem sollte fakultativ zum Beispiel zwei Wochen ein Vollzeitpraktikum absolviert werden.
Die Teilnahme an dem Programm wird zum Abschluss schriftlich bestätigt. Zusätzlich erhalten die Teilnehmerinnen und Teilnehmer ein Zertifikat für die besuchten Seminare.

Wichtig! Am Traineeprogramm nehmen insgesamt maximal 20 Trainees teil.
