ICLEI – Local Governments for
Sustainability is an association of 1,200 local governments in 68
countries that are dedicated to sustainable development. It has 15
offices servicing its members while developing innovative projects and
events and is an international not for profit association and network
perceived as the international representative of cities for
sustainability. The European Secretariat is based in Freiburg, Germany.
The European Secretariat of ICLEI - Local Governments for Sustainability seeks to fill the position of a Project Officer (Expert) Climate Change Adaptation & Ecosystem Services
Management with its Sustainability Management & Urban Governance
team.
ICLEI's member cities drive innovation by pioneering the development
and application of new processes, instruments, methods and tools for
local sustainability. ICLEI promotes integrated and cyclical management
and governance of all sustainability related policy areas. The Project
Officer Sustainability Management and Urban Governance supports local
governments throughout Europe in implementing innovative governance
approaches and integrated management in a variety of urban themes, with a
special focus on climate adaptation and ecosystem services.
He/she will do this both in the framework of larger projects and consultancy services
offered
by ICLEI. The Project Officer will be involved with implementing
project activities, take over coordination activities and coordinate
small to medium-sized projects, both independently and as part of a
project team. More general project activities, presentations,
facilitation, but also project development and acquisition activities
and other tasks are also part of the position. The position is based on
projects and services, and will be supervised by the Directors for
Sustainability Management and Urban Governance.
Responsibilities and tasks:
* Independent implementation of project activities implementation in co-ordination
with the Programme Directors Sustainability Management & Urban
Governance (in particular in the field of Climate Change Adaptation and
Ecosystem Services Management),
* Co-ordination of small- and medium sized projects in close
cooperation with a coordinator or the programme director, including
communication with partners and funders, preparation and implementation
of meetings and workshops, development of training curricula and
materials, dissemination, reporting.
* Preparation and implementation of (pilot) projects in European and – if necessary - non-European countries
* Development of guidelines and handbooks related to sustainability management (and
in particular on climate change adaptation and ecosystem services
management)
* Contribution to further development of ICLEI’s European Programmes
on Sustainability Management & Urban Governance and the topic of
Climate Change Adaptation and Ecosystem Services Management, in
particular to concepts and methods for governance and management
strategy development, project development and implementation further
activities of European Programmes Sustainability Management & Urban
Governance and the topics of Climate Change Adaptation and Ecosystem
Services Management
* Support to European advocacy work related to the activities mentioned above
Skills and qualifications:
* Professional experience: Advanced understanding of climate change adaptation and
ecosystem services management, local sustainability management systems
and governance practices.
* Experience in working with/for local governments in projects or as trainer/consultant.
* At least two years in a similar position.
* Education: Academic degree in a relevant field (environmental or sustainability
management, climate change management, urban /spatial planning, etc.).
Specific expertise in local sustainable development processes will be an advantage.
* Computing: Use of MS Office, databases, e-mail and www;
experience in web editing, desk top publishing and/or graphics software
will be an advantage.
* Organisational skills: High communicative
competence (orally and in writing), Strong writing, presentation and
facilitation skills, team player, pro-active working style, ability to
work self-organised within a complex team.
* Languages: Excellent command in English (orally, read and in
writing) and one further European language (preferably German). Further
language skills an asset.
Conditions:
* Limited contract, duration from 01.03.2012 until 30.09.2013, continuation intended
* Corridor contract 80-100% with a gross salary according to Project
Officer in ICLEI’s salary grid (indicative: EUR 40.000 to 45.800 per
annum for 100%);
* Place of work: ICLEI European Secretariat, Freiburg, Germany
* Workings hours: 40 h/week, six weeks of paid leave per annum
* Working language: English
* Readiness for frequent travel
